What it does
Makes this repository a plan repository: it reads the repositories its guide names and its config lists through gh, without cloning, shows one map and takes every answer in one message: target or not, its role, and for one without its own knowledge base whether to import a draft of it. It writes the plan section of the config and each imported copy, from a read-only clone in which nothing runs, and ends with one docs-only PR a person merges. It never writes in a target. omni targets then reports each one; --sync redraws only what changed in the stale copies.
When to use it
Use it when a change spans several repositories and you want one repository to plan them.
