/omni:mega-roadmap
a milestone across repositories, to all its PRDs
What it does
The roadmap of a plan repository: it turns a milestone plan whose items span several target repositories into a roadmap whose PRDs each name the repositories they land in, read from a read-only clone of each, in which nothing runs. Its one map, refusing a read-only target and a consumer before its provider, takes every answer in one message; every spec is written up front with no plan, all in one phase-0 PR in the plan repository, and it never writes in a target. It ends with the /loop /omni:mega-drive --roadmap <n> line. Outside a plan repository it prints the /omni:roadmap line and stops.
When to use it
Use it when a milestone needs PRDs in several repositories and this is their plan repository.
